Won't honor coupon/promotion from their own website

Called to make an appointment and said I saw their promotion on their website for $39.99 synthetic oil change. The person said it was for certain people living in the area. No where on the coupon or their website says it was for only a selection of residents of that area. The person asked their manager, and the manager confirmed that. If you are not going to honor your promotions from your own website for everyone, why bother having it on there. It is not fair at all. All promotions had an expiration date of 12/31/2021.
